SPP Markets Transmission Working Group Meeting – August 5, 2024

Approval of Agenda and July 8th Meeting Minutes

The meeting began with a review and approval of the meeting agenda and the minutes from the previous meeting held on July 8th. The group approved the agenda without any changes and proceeded to approve the July 8th minutes after a brief discussion.

Deficiency Letter from FERC

A significant portion of the meeting focused on a deficiency letter received from FERC on July 31st. The letter was in response to a previous filing and is a standard procedure for complex filings. The letter requested additional information on various aspects of the filing, including the handling of unused physical capability, the interplay between WRAP and transmission, and details on resource aggregation and virtual transactions. The SPP team plans to address these questions within the 60-day response window and emphasized that this letter is not indicative of a rejection but a request for further clarification.

Market Protocol Edits (Sections 8.0 to 8.5)

The group discussed and approved several minor edits to Sections 8.0 to 8.5 of the Market Plus protocols. These edits included capitalization corrections and alignment of terminology with the Market Plus tariff. The group decided to retain the use of the term “tariff” for consistency, while recognizing the potential need for future revisions during subsequent tariff filings.

Discussion on Transmission Asset Information Requirements (Section 9.3)

The group revisited Section 9.3 of the Market Plus protocols, which outlines the data transfer requirements for transmission assets. There was a detailed discussion on how data would be transferred and updated, with a focus on ensuring that participants understand the expectations. The group raised concerns about approving this section without a full understanding of the referenced Section 9.5, which details the timelines and mechanics of data updates. A conditional approval was proposed, allowing Section 9.3 to be approved while committing to a future review of Section 9.5 once it is finalized.

Transmission Facilities Rating Language

There was a discussion on the language used in Section 9.3 regarding the rating of transmission facilities. Some members suggested using “amps” instead of “MVA” for certain facilities to avoid confusion. It was agreed that the specific units might be better addressed later, and a decision was made to temporarily remove the unit specification, pending further review by engineers.

Subgroup Formation for Tariff and Governing Document Changes

A new subgroup was formed to address necessary changes to or equivalent governing documents for various Transmission Service Providers (TSPs) to facilitate Market Plus participation. The subgroup, which will focus on policy and business operations, will meet every two weeks. The group is currently seeking leadership and additional topics for discussion.

Future Meetings and Action Items

The next MTWG meeting is scheduled for September 4th, with potential educational sessions and reviews of language from other groups. No new action items were recorded during this session.
